Title COMPETENCE’ MODEL AS A CRITERION OF THE EDUCATION’S FUNCTIONALITY

Abstract The article analyses the notion of education’s functionality in the modern society. The author highlights the fact that requirements to the results of the education process evolve in accordance with the evolution of society’s and economy’s demand. Transformation of the industrial society into innovation one triggered a change of paradigm in higher education. Presently, in addition to Humboldt dichotomy “science - education” higher education also includes entrepreneurship leading to innovation activities. New university paradigm is defined as the “knowledge triangle” -“science- innovation-education”. Modern functional education has to live up to the expectations. Competence model included into the system of higher education and provided for in the federal educational standards is considered to be the education’s functionality criterion. Taking into account the new paradigm of higher education the author recommends to include into the competence set a group of educational/cognitive and entrepreneurship competences because creativity and entrepreneurship are the moving factors of the innovation society. The author presents the results of the study of the evolution of competence model in the first world. In particular, the author analyses three basic approaches to evaluation of educational results based on competences: behavioral (USA), functional (Great Britain), multidimensional (France) and holistic (Germany). The author also describes the results of the research of students’ and teachers’ opinion with regards to key competences increasing the functionality of education, and also the results of 50 educational standards’ research aimed at defining the degree of emphasis on the competences required of a specialist in the modern world. On the basis of the conducted research the author suggests an update of the federal educational standards on the first level of education, specifying a number of key competences that increase the relevance of education.
