Title MODERNIZATION OF RUSSIAN RURAL AREA AS A SOCIAL AND CULTURAL PHENOMENON: METHODOLOGICAL BASES OF ANALYSIS

Abstract The article reveals modernization of the Russian rural area through the role of symbolic meanings and cultural codes that are typical for the population. Taking it into account will make changes successful. Contemporary modernization concept that was formulated in the middle of XX century worked out some universal rules directed to ousting of traditions. It was supposed that development of all states must go through the same stages and approach western patterns of modernization, not patterns of state mobilization dictated from above. The unified, based on the American model approach is replaced by the ideas that rhythms, rates and consequences of modernization are different both in various spheres and in whole - in the cross-country analysis. At the same time, as R. Dahrendorf considers, the upgrade process can take longer than planned, we may here speak of an alternation of several generations. At the turn of the XXI century the tendency to connect modernization processes with a global context increased. The countries of ‘secondary’, ‘catching up’ modernization were faced with the objective conditionality of crises in the adoption of rational structures of life organization. As a result, concepts of partial modernization and the crisis syndrome of modernization were formed. They express the idea of inevitability of the conflict between traditional values (for a definite national culture) and organizations composing renewed social structures. The renovation of institutes is caused by the necessity to adopt under the conditions of catching-up modernization. These difficulties can be found in Russia as well. The author concludes that modernization possessing a humanistic potential is spread in different social environments unequally. The reasons are availability of state material financial assets and the state of social quality of the parties in charge of activities. All the above-mentioned, in the aggregate, determine the corridor of possibilities for modernization. In addition, when developing the modernization strategies, it is important to take into account inadmissibility of breaking off the succession because the innovations themselves are the synthesis of interaction between the new and the traditional. The problem of human proportionality to technical projects, the state of household, legitimization of behavior patterns of various social and professional groups is discussed in the paper.
