Title RESOURCES OF DEVELOPMENT OF ETHNIC PROJECTS IN THE RURAL AREA OF UDMURT REPUBLIC

Abstract The article presents an analysis of the social resources available to rural cultural centers in the Udmurt Republic. The development of local tourism is considered as part of investment potential opportunities to help economic development in the rural area. Ethnic projects are in the focal point of tourism in the region. The successful implementation of the ethnic project depends on the human, financial and social capital that are available in such social agencies as rural culture centers. Sociological survey was conducted by the semi-structured interview method. It was aimed to reveal the organizational basis for the activities of rural cultural centers as well as the channels of ethnic projects financing and ways of interaction between cultural institutions and municipal authorities. The results of the research allow claiming that in the conditions of limited material resources the personnel potential is of crucial importance in the implementation of ethnic projects. The success of the ethnic project is ensured not only by the professional activity of the staff, but also by the knowledge of the organization of cultural events, as well as the ability to provide financial support for the project. Ethnic projects do not bring commercial profit, so the implementation of rural tourism programs depends on the attraction of grant funds or private investment. Ethnic projects of rural cultural institutions are carried out in cooperation with municipal and regional authorities. The position of the heads of settlements in relation to the projects depends on the degree of local community involvement. The maximum degree of support is given to those projects that involve carrying out activities for the community members. Ethnic programs are seen as the least productive when aimed only at tourists.
